On November 18, the general office of the people's Bank of China and the Insurance Regulatory Commission of the Bank of China jointly issued the guidance on financial services supporting the reform of toll road system (YBF [2019] No. 185). According to the opinion, we will support the promotion and application of electronic toll collection system (etc). At the same time, we will promote the construction of artificial toll lanes that have not yet supported mobile payment, and strive to support mobile payment products for all artificial toll lanes by the end of 2019. At the same time, the user information of etc overdue for more than 30 days will be reported to the credit system of the central bank. According to the guidance, commercial banks and non bank payment institutions shall provide users with convenient deduction account binding and deduction services to facilitate users to quickly open and use etc services. Users shall not be unreasonably refused to bind existing accounts, forced to bind new accounts, or forced to tie-in other services or products when users handle etc business. The user shall not be refused to unbind the account without reasonable reasons, and shall not intentionally guide the installed etc user to change the withholding account. At the same time, in order to support commercial banks and non bank payment institutions to establish an effective disciplinary mechanism, the user information that is still in arrears for more than 30 days since the transaction date of toll payment shall be submitted to the basic database of financial credit information, and the information retention period shall be implemented in accordance with the relevant provisions of the regulations on the administration of credit investigation. Before that, the general office of the State Council issued the implementation plan for deepening the reform of toll road system and canceling the provincial toll stations of expressways, which clearly stated that the national provincial toll stations of expressways should be cancelled as soon as possible and the fast toll collection without stopping should be realized. In the process of canceling the provincial toll stations, it is very important to speed up the popularization of etc. In order to actively promote the installation and use of etc, from June 2019, the expressway service area and the access square of the qualified expressway toll station will provide etc installation services for the passing vehicles free of charge. In addition, etc installation services will also be provided in places where vehicles are concentrated, such as banks, gas stations, telecom operators, 4S stores and parking lots. At the same time, the policy also plans to increase the preferential strength of etc vehicles. From July 1, 2019, the Ministry of transport will strictly implement the basic preferential policy of no less than 5% of etc users' vehicle tolls, and realize the basic preferential policy of no difference for etc vehicles passing through the region. According to the implementation plan for accelerating the application service of Expressway electronic non stop and fast charging, by the end of 2019, the number of etc users in China is expected to increase by more than 100 million. On November 14, the Ministry of transport reported that as of October 9, the total number of etc users nationwide had reached 143489900, 75.18% of the total issuance task of 190855600.
