Recently, the people's court announced that since the distribution of the bankruptcy property of Hangzhou youth Automobile Co., Ltd. (hereinafter referred to as "Hangzhou youth automobile") has been completed, according to Article 120 of the enterprise bankruptcy law of the people's Republic of China, the bankruptcy procedure of youth automobile has been finally concluded on October 21, 2019. According to the public information, Hangzhou youth Automobile Co., Ltd. was founded in 2008. Its legal representative is Pang Qingnian, of which Jinhua youth lotus Holdings Co., Ltd. holds 90%. In addition, Hangzhou youth automobile also participated in the foreign investment of many enterprises, such as holding 6.45% of the shares of Zhejiang Youth passenger car Group Co., Ltd., including more than 10 production enterprises such as Zhejiang Youth lotus Automobile Co., Ltd., Tai'an youth Automobile Co., Ltd., Ordos lotus Automobile Co., Ltd. In 2006, "Skylark car" was renamed "youth Lotus". In 2010, Pang Qingnian wanted to buy Saab, which was on the verge of bankruptcy. The acquisition ended in failure. After the failure of Saab's acquisition, Pang Qingnian and his youth automobile group were sued. The reason is that before the acquisition of Saab, it signed an agreement with the Ordos government in advance, promising to invest 9 billion yuan to build a lotus passenger car, to sell 54.8 billion yuan, or to create more than 20 billion yuan of local taxes. As an encouragement, the local government allocated more than 1 billion tons of coal resources to youth cars. Pang Qingnian sold the coal resources to Yijiahe, an energy investment company, at a price of more than 3 billion yuan. Yijiahe paid a deposit of 200 million yuan before the completion of Saab's acquisition. After the failure of Saab's acquisition of the "racing car model" launched by lotus, youth automobile group and Yijiahe went to court due to disputes. The former lawsuit said that "because Yijiahe company delayed payment due to capital turnover difficulties, youth automobile failed to acquire Saab's equity." "We haven't seen the coal resources we have talked about, and we can't get back the deposit we paid in advance," Yijiahe said The lawsuit exposed Pang Qingnian's trick of using coal as a lever to defraud national resources. Pang Qingnian was also put on file for investigation by the police on suspicion of fraud. Meanwhile, the 200 million account of youth automobile group was sealed up. In 2011, due to the expiration of technical cooperation with Lotus Engineering, the youth Lotus car brand under the youth automobile group was unable to launch new models to the market, and since then, the youth Automobile Group has concentrated on the bus business. The bus business of youth automobile group is also "negative". In February 2017, the Ministry of industry and information technology issued an administrative punishment form to seven fraudulent car repair enterprises, including Jinhua youth automobile. It announced to Jinhua youth automobile the cancellation of fraudulent products, the cancellation of the production qualification of relevant fraudulent products, the suspension of the application of new energy vehicle promotion and application of the recommended model, and ordered it to rectify within two months. But the effect of rectification is not ideal. In April 2019, the Ministry of industry and information technology announced the settlement audit of 2017 new energy vehicle promotion and application subsidy fund, in which youth vehicles applied for 343 new energy vehicles in 2017, with the subsidy fund of 74.17 million yuan; however, all the above vehicles failed to pass the audit, mainly because the national regulatory platform found that the cumulative mileage of a single new energy vehicle was less than 20000 km. Although Jinhua youth car has not been subsidized by the state, it has received local subsidies in advance. In May 2018, the Department of science and technology of Zhejiang Province publicized the application information of new energy vehicle promotion and application subsidy fund in 2017 and the previous years, including 343 vehicles applied by Jinhua youth Automobile Manufacturing Co., Ltd. in 2017, with the application subsidy of RMB 74.1798 million. In addition, in the 2018 new energy vehicle promotion and application subsidy fund pre allocation review table released by the Ministry of industry and information technology, youth vehicles applied for promotion and application subsidies for 420 new energy vehicles, with a total fund of 31.52 million yuan. However, whether the subsidy can pass the review is still unknown. "Youth Automobile Group has 25 pieces of dishonest information" according to the statistics of automobile home, from 2016 to November 18, 2019, Jinhua youth Automobile Co., Ltd. produced 5065 new energy passenger vehicles (1211 in 2019), 1955 new energy buses and 157 new energy special vehicles.
