As a car owner, have you ever experienced "black charging" for parking? Now, car owners in Beijing will take the lead in enjoying the convenience brought by technology to avoid being hacked. On November 25, Beijing Transportation Commission said that from December 1, the third batch of road parking reform in Beijing will be implemented in nine areas, including Mentougou, Fangshan, Shunyi, Daxing, Changping, Pinggu, Huairou, Miyun and Beijing Economic and Technological Development Zone. At that time, the city will completely cancel the manual on-site toll collection for road parking. What if there are still on-site personnel to charge car owners? First of all, the car owner shall not only give the parking fee to any on-site personnel, nor scan the QR code presented by anyone for payment; secondly, in case of illegal charging behaviors such as black charging, the car owner can also call 96310 urban management hotline for reporting, or call the district level parking management department for reporting. According to the overall plan of road parking reform in Beijing, the implementation of the reform will be started at three time nodes in the sixteen districts of Beijing and Beijing's economic and technological development, i.e. from January 1, 2019, three districts in Dongcheng, Xicheng and TongZhou; from July 1, five districts in Chaoyang, Haidian, Fengtai, Shijingshan and Yanqing; from December 1, Mentougou, Fangshan, Shunyi, Daxing, Changping, Pinggu and Huaihua Nine districts, including Rou, Miyun and Beijing Economic and Technological Development Zone, were implemented. It is reported that the third batch of road parking reform has planned 14000 parking spaces on 94 roads in 9 districts, and all of them are equipped with front-end video equipment in accordance with the requirements of "unified standards, unified technology and unified platform", which has been basically installed in place. At present, joint commissioning and trial work are being carried out with the municipal platform. At the same time, Beijing Transportation Commission has set up a team of parking assistants with nearly 350 people and added nearly 600 sets of off-site law enforcement equipment to strengthen the inspection and law enforcement of illegal parking. This means that after December 1, more than 60000 electronic toll road parking spaces will be built in the 16 districts of Beijing and Beijing Economic and Technological Development Zone on 552 roads, which will provide parking services for Beijing car owners. In addition to the reform of road parking, Beijing has also established a collection mechanism for overdue parking fees. The parking administrative departments of each district are equipped with administrative law enforcement personnel and corresponding law enforcement conditions to collect and punish the vehicles (owners) who owe parking fees. Up to now, a total of 20497 vehicles (owners) have been sent a call message or issued an announcement, which has been publicized on the websites of each district government. In terms of the currently implemented parking space electronic toll collection areas, due to the preferential parking policies in many areas of Beijing, which require car owners to have "five cards complete", such as ID card, local household register, real estate card, driving license, driving license, etc., the effect of electronic parking space toll collection is not good.
